Hi Mitch,

Get the work center name from the routing and Go to the change work center (CA02) - Below the standard value keys -For Setup and Set up labor Maintain Rule for Maintanence as "Should be entered" as displayed below.

With this while creating routing system will prompt to enter the timings.
